XNormal is a program that I use to bake normal maps for my game characters. So you take your high resolution sculpt and put that in the "high rez" slot in Xnormal... Then you make a low respolution (with UVs) and put that in the "low rez" slot in Xnormal.
Press the generate button and BOOM you get your normal maps baked out. I personally feel they are the best normal maps you can get. You have to do some photoshop clean up but no big deal. It can also bake out poly paint info from ZBrush to your low rez and this is also really helpful.
